Standing Committees

The Joint Board of Teacher Education shall operate through two Standing Committees -namely the Examination/Accreditation Committee and the Curriculum Committee -which shall make recommendations to the JBTE. 

(a) Examinations/Accreditation Committee The Examinations/Accreditation Committee shall consist of a Chairman, nominated by the Head of the Institute of Education,and appointed by the JBTE, one representative from the Ministry of Education with expertise in evaluation, one representative from a teachers’ organization and one representative from each teacher education institution that is represented on the JBTE. The Chairman shall be appointed for two years and can be re-appointed. The Examinations /Accreditation Committee shall have the following functions: 

(i) to make recommendations to the JBTE on requests by colleges for the Advanced Placement of students; 

(ii) to organize and arrange all external examinations each year in the various subjects and to make annual reports to the JBTE on these examinations; 

(iii) to make recommendations to the JBTE on the appointment of external examiners; 

(iv) to study the examination performance of students each year and make appropriate recommendations to the JBTE; 

(v) to receive and examine appeals of students against examination results; 

(vi) to deal with complaints made by institutions concerning the conduct of examinations in a particular year; 

(vii) to determine the level of certification of students; 

(viii) to receive and deal with objections raised by institutions in accordance with the regulations; 

(ix) to examine recommendations on examinations and accreditation procedures; 

(x) to arrange and organize the accreditation exercise; 

(xi) to make recommendations to the JBTE on the appointment of the Accreditation Panels; 

(xii) to make reports on, and recommendations for, accreditation to the JBTE; 

(xiii) to advise the JBTE on policies and procedures related to examinations and accreditation; 

(xiv) to brief and communicate with external examiners and panelists dealing with examinations and/or
accreditation to ensure their understanding of the regulations of the JBTE and relevant current direction of the Board; 

(xv) to hold meetings with Chief Examiners and Chairmen of Accreditation Panels to ensure the smooth functioning of the examination and the accreditation processes; 

(xvi) to study recommended amendments to the regulations; 

(xvii) to study any other matter referred to it by the JBTE. 

(b) Curriculum Committee The Curriculum Committee will consist of a Chairman nominated by the Head of the Institute of Education and appointed by the JBTE, the Chairman of each Board of Study, a representative of a Ministry of Education with responsibility in Curriculum, a representative of a teachers’ organization with expertise in Curriculum and a representative from each college not otherwise represented. The chairman shall be appointed for two years and may be reappointed. The functions of the Committee shall be as follows: 

(i) to coordinate the work of the Boards of Studies; 

(ii) to make regular periodic reports to the JBTE on the work of each Board of Studies and to make an annual report on the functioning of all; 

(iii) to communicate to the Board of Studies decisions and directives of the JBTE and to ensure that these decisions and directives are interpreted correctly by each Board; 

(iv) to ensure that the syllabuses and curricula in the various subject areas are integrated and well articulated in each programme area; 

(v) to examine and refer to Boards of Studies innovations proposed by institutions; 

(vi) to receive advice from Boards of Studies and to make recommendations to the JBTE on innovations proposed by the colleges; 

(vii) to make recommendations to the JBTE on staff development programmes for the colleges; 

(viii) to make recommendations to the JBTE on the criteria for accreditation proposed by the Boards of Studies of the different areas; 

(ix) to study any other matter referred to it by the JBTE. 

(c) Technology Committee The Technology Committee will consist of a Chairman nominated by the Head of the JBTE, a representative of the Ministry of Education Youth and Culture with responsibility for technology, and a representative from each teacher education institution. The Chairman shall be appointed for two years and may be reappointed.  The functions of this committee shall be as follows: 

(i) to coordinate technology-related activities for the Joint Board. 

(ii) to make recommendations to the Joint Board regarding the suitability of technology facilities to be
acquired. 

(iii) to advise the JBTE and colleges in general on technology infrastructure-related matters. 

(iv) to advise the JBTE on policies and procedures related to the use of the technology infrastructure. 

(v) to advise the JBTE and colleges on technology staff-related matters. 

(vi) to act as the body through which all technology-related projects and committees report to the JBTE. 

(vii) to assist colleges in the development of their communication and information technology capabilities and infrastructure. 

(viii) to liaise with the management for the JBTE Enterprise owned technology infrastructure. 

(ix) to meet on a timely basis to discuss information technology-related matters that affect the JBTE. 

(x) to plan technology-related training seminars for JBTE member colleges. 

(xi) to deal with complaints made by institutions concerning the operation of the technology infrastructure. 

(xii) to disseminate technology-related information to colleges. 

(xiii) to report all technology-related activities of colleges to the Joint Board. 

(xiv) to record status quo (technology-related) of all units.
