Joint Board of Teacher Education Ordinance 14.4(a) - (e)


(a) A Joint Board of Teacher Education may be established by the Vice-Chancellor in consultation with the government or governments of any country or group of countries for such country or group of countries.
 
(b) The membership for each JBTE shall, in order that the Board may be a representative authority, include representatives of the University, Teachers’ Colleges, Ministries of Education or other appropriate government authorities as follows: 
(i) The Campus Principal of the Campus situated in the area or nominee; 

(ii) The Director of the School of Education, in the case of the Cave Hill or St. Augustine Campus, or the Head of the Institute of Education of the Mona Campus or nominee; 

(iii) Such number of members of the academic staff of the schools responsible for coordinating the work of sections as the Campus Principal shall determine; 

(iv) The Principals of the Teachers’ Colleges in the country or group of countries served by the JBTE; 

(v) Not more than four elected representatives of the staff of such Teachers’ Colleges; 

(vi) Not more than four members of the academic staff of the University appointed by the Academic Board; 

(vii) One representative of the appropriate government authorities of each country served by the JBTE, provided that where there are four such countries the membership shall be restricted to four countries serving in an annual rotation determined by their agreement, or in default of such agreement, by the Campus Principal; 

(viii) Not more than four representatives of the teachers’ professional association designated by the Campus 
Principal in the country or group of countries served by the JBTE. 

(ix) Not more than three independent persons co-opted by the JBTE. 

(c) The number of members who shall comprise categories 14.4 (b)(v) to 14.4 (b)(ix) above shall be determined by the Campus Principal in accordance with the Campus Principal’s estimate of the needs and circumstances of the country or group of countries served by the JBTE. 

(d) The Director of the School or nominee or the Head of the Institute of Education or nominee, as the case may be, shall, subject to Statue 5.5(a), be Chair of each JBTE. 

(e) Each JBTE, subject to agreement between the University and the government or governments of the country or group of countries to be served by the JBTE shall have the following functions: 

(i) to consider and recommend or approve the syllabuses of Teachers’ Colleges; 

(ii) to examine and assess the work of students in training; 

(iii) to make recommendations on teacher training and allied matters to the appropriate authorities.
